Central Whidbey Island Fire & Rescue (CWIFR) is a fire protection district formed under Title 52 of the Revised Code of Washington (RCW). As a fire district, CWIFR is an independent municipal entity and not part of county or town government. The district is governed by a three member Board of Fire Commissioners each of whom serves a six year term.
Cheryl Engle has served as a Commissioner since January 1990. She and her husband, Bob, are lifelong residents of Coupeville and have three married children. Cheryl taught for the Coupeville School District for 30 years and after retirement, taught for an additional four years. Cheryl has been active in the community and has served as bookkeeper for Engle Family Farms for over 42 years. Cheryl and Bob have six grandchildren that keep her busy when the younger ones are not in school. Cheryl cares deeply about the fire district and the safety and welfare of all district members is of upmost importance to her. Commissioner Engle's term of office runs through 2019.
Paul Messner joined Fire District #5 in 1973 and served at the Admirals Cove Fire Station and was elected to his first term as commissioner in 1985. Paul and his wife, Marilyn have lived in the Central Whidbey area for 55 years. Both of them and their three daughters have graduated from Coupeville High School. Paul's past community involvement includes coaching youth softball, basketball, and soccer. Paul's hobbies include riding his motorcycle, fly fishing, and watching his grandchildren grow up. Paul retired in 2003 from Island County after 30 years as the Facilities Director. Commissioner Messner is looking forward to continuing his service to the community as a Fire Commissioner for Central Whidbey Island Fire & Rescue. Commissioner Messner's term of office runs through 2017.
Steve Hutchinson has served as a Volunteer Firefighter with CWIFR since 1988 and serves as an Acting Lieutenant at Station 51 in Coupeville. Steve is a retired airline Pilot since ending his flying career as a Captain with Delta Airlines. Steve was selected to serve the remainder of the term of office vacated by the retirement of long serving Commissioner Tom Smith was elected as Commissioner in November 2015. Commissioner Hutchinson's term of office runs through 2021.
